The State and the Limits of Democratization

Abstract
The paper is about state and democracy in Africa. The author argues that one problem underlying democratization in Africa is the .continuing existence of African states as nonfunctional and ineffective entities. The fact that African states do not exercise reasonable and effective control over their territory presents uncondusive contexts for democratization.
